Eden Quarter SPD non-compliance

What we said at the presentation DC meeting on the 14th of October 2015
Alec Bound presented slides to demonstrate how the latest proposal STILL fails to comply with RBK’s Eden Quarter Development Brief SPD. He highlighted 3 areas:
• SPD Section 2 – Development Principles
Alec showed some good examples in Kingston of new buildings next to old, where "...Existing assets inform the quality of new buildings..." BUT for George’s proposals for TOPO - the proposed new buildings are entirely unrelated to the existing assets, in style, scale, form and materials.
• SPD Section 3 – Urban Design Framework
Alec showed the height guidance given by the Eden Quarter Development Brief SPD overlaid with the proposed building heights. It was clear to see the proposed number of storeys greatly exceeds the SPD guidance, throughout the site.
• SPD Section 4 – Place-modelling
Alec showed a composite view of the TOPO and proposed Eden Walk proposals. The proposed open space around the Old Post Office will be overwhelmed by surrounding tall buildings in both developments.
The 2-hour Sun Shading Analysis provided by St George Shows almost no sun at all for 6 months of the year in the open space around the Old Post Office, and only Partly sunny on Mid-Summer’s Day - at its peak.
In conclusion - the proposal is non-compliant in all three areas, so it should be rejected.
