What is this Direction of Travel Consultation and why is it important to us?
The first step towards creating a new Borough-wide Local Plan for Kingston
Kingston’s policies and guidelines for deciding planning applications are being rewritten - and this is the first consultation in that process. These policies and guidelines are central to every planning decision, as we discovered with the Old Post Office redevelopment, Tolworth, Eden Walk and so many more. Residents need to be engaged in this consultation process to have a say in these policies and guidelines and so ensure we get the best possible policy outcome, and ultimately the best built outcome for Kingston.
We are being consulted on the Direction of Travel document, which is the first of a series of documents that will lead to the new RBK led Local Plan for the Borough of Kingston. “The Direction of Travel signals the beginning of the formal engagement process to develop and inform the new Local Plan.” - RBK

The Direction of Travel document is the beginning of the formal engagement and consultation process that will shape the future of Kingston’s built environment.
Kingston’s Planning Policy needs updating to respond to the updated London Plan and the housing targets it contains. There needs to be a plan in place to coordinate if and where we want this growth to be located in the borough and what controls and safeguards we want in place.
Our Council has been working with the GLA to designate locations as “Development Opportunity Areas” - identifying areas where significant development can be encouraged. These Opportunity Areas may already be built up, just not intensively enough to meet the new housing targets. The GLA rewards Boroughs that designate “Development Opportunity Areas” with cash for infrastructure improvements in exchange for exceeding local housing targets. Our Council is currently pro-development and pushing this agenda.
There has been a lack of clarity and consultation on “Development Opportunity Areas” within the Borough, making this consultation the only opportunity for residents to voice our concerns over the direction RBK wish to lead us. It has been frustrating to date, and we are now concerned it will alter the character of where we live and work.
This Direction of Travel consultation is probably the first time we have seen where these areas might be located, and is the first time we are able to comment.

The Direction of Travel document
This is a high level document that proposes six potential areas for redevelopment and intensification - the “Development Opportunity Areas”. But it also attempts to identify the borough’s valued features, and proposes seven major infrastructure improvements.
What we are being asked to comment upon
The four consultation questions are:
- "Do you agree with the proposed areas for selective growth in the Direction of Travel?"
- "Are there other areas in the borough we should identify for selective growth?"
- "Are there other areas in the borough that we should be seeking to protect and enhance?"
- "What key infrastructure do you think the borough needs to support its growing population? "

We are being asked to comment on the Areas of Opportunity identified in the document .
Do we agree with the proposal? are there other locations that might be as -or more- suitable?
The proposed Areas of Opportunity can be seen in the diagram above.
They are:
- Kingston Town Centre,
- The Cambridge Road Estate,
- New Malden
- Tolworth
- The Hogsmill Valley - medium term, dependent on the requirements of the Council’s waste facilities and Thames Water.
- Chessington - long term, linked to the arrival of Crossrail 2 in 2030.
[ We agree if intensification is necessary then it may need to be near to transport links, but it should be shared fairly across the Borough. From a logical point of view, we question why Surbiton & Malden Manor have been omitted as potential areas for intensification. ]
2) We are being asked what the “key infrastructure improvements” should be, in addition to the potential arrival of Crossrail 2

The proposed Infrastructure improvements are:
- Kingston station extension*
- Pedestrianisation of Wood street next to Kingston station*
- Tolworth A3 junction improvements and the so called “decking” over a part of the A3 opposite the ex Tesco site **
- Tolworth Park Farm
- New Malden and Hook Flood attenuation schemes
- Chessington World of Adventures linking it to a potential new railway station
- Hook/Chessington relief road
* [ We think helping to resolve problems with the one way system could be very good for Kingston Town Center. We are yet to be convinced of the merits and practicality of the **Tolworth ‘deck’ idea, but we acknowledge that something needs to be done to improve the divide between existing & future residents on either side of this part of the A3 ]
